How should we assess whether a prisoner is safe to release after a gun offense?

In todays world a judge comes up with a magical amount of time to imprision someone based upon laws by magical politicians... in this case, for a gun offense. That has nothing to do with if the person is safe to release to society.

In this case, apparently right after release, this person got a gun and went back at it, shooting into a crowd in Baltimore MD. Multiple people shot, and a 12yr old girl was killed. That's kinda Baltimore MD and a few other US cities. Sick, like the old west.

In your world, what would you do with criminals that have an offense... how would you test them to be more confident they won't cause more problems?

I'm not putting any pics up.
