Most countries prepared for enemy within. Also they buy tanks, APC, lot of ammunition types to kill own civilians. Stuff that helps suppressing their own revolting or population.

Air defense, deep strike capability, reconnaissance drones, marine... this is something most countries considerer unnecessary in peace times. Now peace time is over for Saudis.
