I get it that in isreal, you’re voting for political party. While in the U. S, it’s the person. I see reports saying Bibi is victorious, or no one has a majority, it’s a deadlock. Ok, what’s all this mean? I’m confused.

Coalition government is common outside the US.
People run to represent their local populations (here) or in Israel's case for a party.
After the election, you look around and see how many seats each party has. Then people start haggling.
By convention, the leader who claims he or she can form stable government with confidence (votes of no-confidence against it fail) and supply (that they are able to pass the basic appropriation bills necessary to run the country) forms The Government. (If they fail on confidence or supply then our Governor General, the King of England's Vice-Regal appointee may invite someone else to attempt to form The Government or may dismiss the Parliament and call new elections... that's only happened once in our 125 years.)
Israel's system is different. But it operates the same way in the sense that The Government is the coalition that can secure confidence and supply.
In 2018 it took over 500 days from parliament being prorogued and elections called to Netanyahu being sworn in as Prime Minister.
He didn't win an outright majority, but usually the winner of the plurality gets tasked first by the head of state with forming a government. If he fails, then the next smaller share winner gets the task.
