We've seen this story in history as govts ramp up military to prepare for threats. But the casting of people into military and war is often some remarkable event... death of a statesman/politician, attack of an ally including forged and faked ones [North Vietnamese attack was false... starting Vietnam], "surprise attacks" [Pearl Harbor].
People always say "no" to war, until there is no other choice...
How can nations prepare for surprise events without being pushed into war?
Gulf of Tonkin did happen, it was just the second attack was a radar mishap and Johnson ran with it. You are actually pushing a leftist narrative there. That should show you how thoroughly they dominate education

Negotiate, but the other leaders have to be cool, calm and collected and have a level head if they don’t have that its nearly impossible to negotiate
People pay taxes for any little thing they buy so they don't need to develop individual strategies and resource storages for such happenings. Otherwise there is no sense to pay taxes.

good point, you are right. I was understanding it was a cover story.
But as well, is that grounds to start a war, or grounds to take out their navy?
It was inevitable, South Vietnam was collapsing at that time. 🤷‍♂️
