Proposed FOOTBALL (soccer) RULE CHANGE?
In football (soccer), there are many nil-nil draws, matches where one mistake decides who wins, and only a few goals scored per match. FIFA reports that, between 2016-17 and 2020-21, 2.6 goals were scored on average per game. Wouldn't it be nice if there were more goals scored to decide which side is really better?

At the risk of offending football (i. e. soccer) purists, here's a proposed rule change that would increase the number of goals scored, while still keeping basic football (soccer) skills.

PROPOSED RULE CHANGE (simple): The goalie cannot catch or hold the ball.

PROPOSED RULE CHANGE (details): The goalkeeper (goalie) shall be the only player who can legally use their hands to touch the ball. However, while the ball is in play, the goalie shall not catch the ball, nor shall the goalie hold the ball in any way. For each offense, the goalie shall receive a yellow card (red card on the second yellow card offense) and the opposing team shall be awarded a penalty kick.

This rule would encourage the goalie to punch or kick the ball for a save, rather than catch it. It would also eliminate the time-consuming delay when a goalie catches the ball, then lies on the ground with it for several seconds until his teammates get downfield. And it would eliminate the goalie running to the edge of the penalty area and drop-kicking the ball back into play.

What do you think? Would FIFA consider this?
