Does this seem odd / unfair to you?

I work at an indoor waterpark and for safety our policy is we don't allow rash shirts or t shirts in the pools or on the slides, without permission from the manager, which will only be given on the less dangerous slides and in the pools without wave machines. The manager has said to staff she we will give permission for girls/women whatever reason they give, and for men/boys only if they have medical reasons e. g. scars, acne or are obese. Doesn't that seem a bit unfair to assume that guys are not going to have legitimate body image concerns outside those scenarios?

It's almost as if she's designed the policy specifically to be able to look at as many attractive shirtless men as possible 😂 (which to be fair is something all the female staff enjoy doing)
