If you're trying to teach young kids, get a nerf football to begin with. Soft foam. Lightweight. Nobody breaks any fingers or gets the wind knocked out of them. Make it fun not painful. The ball travels slower too. It's easier for kids to catch and hold onto.
Teach them the basics first, Throwing, catching, running with the ball. Also punting and place kicking. Hand / eye coordination. Throwing and imparting a rotation to the ball to stabilize it in flight is not intuitive for a lot of people.
Move on to a properly sized leather ball once they have the basics down and show an interest in the sport. Kids will only get frustrated with a regulation NFL football. They need something sized for their hands. Even adults may find a smaller ball easier to learn with.

In the US and Canada, the term football refers to American football, where you run and throw the ball, with occasional kicking.
In most other countries, the term football refers to soccer (initially, association football in England) where you kick or head the ball. Only a special player, the goalkeeper, can use their hands and throw the ball, unless it's a throw-in.
Since I am in the US, most kids would throw the ball.
First look at the spectators. If they're eating pies and look like Nazis you kick the ball. If they're eating hotdogs and taking up two seats each then you throw it.
