Should offensive penalties include loss of down and stricter clock-stopping rules?

Here's my reasoning. Defensive penalties result in either an automatic First Down or a potential First Down when not automatic. This gives the offense 4 more downs to play with.

I think most if not all offensive penalties should be 5 yards plus loss of down to balance this out with the defensive penalties giving first downs. This would lower the average game score by probably 7 points per team.

think about it, there are times when offensive coaches take a penalty on purpose just to stop the clock, because modern quarterbacks are nearly undefendable, a 5 or even 10 yard penalty with no loss of down doesn't even slow the offense down.

Also, I think "Spiking" the ball to stop the clock should be a delay of game penalty of 5 yards and a ten second run-off if it happens inside the 2-minute warning. This way it would be HARDER, not easier, for comebacks to happen.

What does anyone think of these ideas for rules changes to American Football?
