It sounds to me like you have a driver error with the USB ports on your system.
If your mouse and keyboard are USB and the USB ports don't have the right drivers, then that's going to make things difficult.
Does your system have Bluetooth? If so, I might recommend buying a cheap Bluetooth mouse to get you moving. Once you have a Bluetooth mouse setup, you won't need a keyboard on Win10 since Win10 has an on screen keyboard available. Bring this up and you should have enough functionality to get to the manufacturer's Web site to download the right drivers.
Since I suspect it's a USB driver issue and not a mouse/keyboard driver issue (what are the odds both drivers for both devices stopped working at the same time?) you'll need to hit the Web site for the manufacturer of your motherboard.
This is where things get dicey, since many motherboards don't have much branding on them to tell you the manufacturer, let alone the model motherboard. But if you can figure out the manufacturer, hopefully they have generic USB drivers you can download and they'll work.
Alternatively, hit the search button on the task bar and type "device manager" which will bring up a window showing all drivers and devices. If any device is missing a driver or has an error, it will have a yellow caution icon next to it. You might be lucky and just have to right click, hit properties and update driver and maybe Windows will find it and fix it easily. Otherwise you may have to manually download and install the driver or manually select it from a list.
That's sounds great and all but I can't do any of that since I need a keyboard and mouse to do that, which do not work in safe mode or when logged into windows... But I did buy a ps/2 keyboard... I'm hoping that will allow me to access device manager to update it

Do you have Bluetooth and get a cheap mouse or keyboard to connect that way?
Is it a Corsair or Razer mouse?
You need to install the control software for them (stupid as fuck, I know) and it will install the correct driver as well.
Otherwise, just get on and use your keyboard instead to goto the manufacturer website and use the "Tab" button to scroll and "Enter" button to select. Download the driver setup files to get your mouse working.
This is why I always keep a backup cheap mouse handy, as you never know when the more expensive ones will act up.
The mouse is called Vivanco IT-MS RF 1000
I tried to look on manufacturers website for this mouse driver but couldn't find it... Should I jus download a driver for another vivanco mouse instead?

If it's Windows that you seek:
You should (with the keyboard) at least be able to stop the booting and get into ''BIOS'' level. Careful here: mistakes in the BIOS can 'kill' your device, and you'll need a professional.
If you are lucky, and the booting settings are suitable to boot from CD or thumb drive, you can try to insert the OS (Operation System) disk or a thumb drive. From there, the PC will begin to become alive.

I did try to reinstall windows 10 twice form "the cloud" and both times I have the same problem.. do you think if I install it from a disc instead it might fix the problem?
And yep. Keyboard doesn't work too
My last idea now would be to check if a different keyboard works.
It could be a hardware problem; also the motherboard could be faulty.

check in control panel in the system applet see if the USB driver is working normally.
