I want to get a high end MacBook and I’m dreading the set up issues associated with a new lap top, my previous MacBook issues lasted almost a full week after I got it and turned the happiness of getting a new lap top into a depressing event. iPhone too, it took over an hour to set up Apple Pay the first time I got my phone and with CoVid lock downs, not looking forward to that.
Depends on your use case is.
In my case I use my computer more so its what I usually upgrade it first.

Depends on what you need the most. If you just use your phone for calls and WhatsApp then why upgrade it as long as the battery is good, and the same for the laptop.
I get to replace my work MacBook and iPhone regularly and as long as you have a good backup then the migration process is super easy. I just replaced my phone last week and even for Apple Pay I only needed to confirm the number on the back of the cards. After the iCloud restore was done it maybe took me 20 minutes to get everything else perfect and I've got a lot of apps on it.
I am the sort of person who keeps tech until it is useless. My personal phone is an old iPhone 8 (I only use it for music, sat-nav and WhatsApp), and the laptop is an 8 year old ThinkPad T430s (that I only use for watching Netflix, email and storing photos)
Go with a cell phone first. Modern phones are basically super computers that can fit in pockets.
Apple anything... don't complain when everything is hacked.
