They tend to do what they say "on the tin" as long as you pay the bucks for one of the name brands. The cheap stuff like ONN (walmart brand) or some Chinese off-brand you never heard of I wouldn't waste money on. I had a cheap set of regular headphones that broke in half on me after a week of light use.
They work and this technology isn't really a voodoo.
I have never seen any over-the-ear headphnes that sound better than good in-ear headphones. Noise cancelling is just over the top. If there is too much noise in the surroundings, i do not listen to anything.
@d3n0939 I have never compared them from noise canceling perspective, but my impression is that for NC, it has to be something tight. I have never come across headphones that are tight enough. Earbuds if covered with good material buds, stick tight inside your ear.
Yes they do, but how good they are varies. Do your research and make sure you get a good pair. Don't get the cheapest... or the most expensive.

Yes, but your problem is not noise - it's sensitivity to noise. Which is a different thing.
See a doctor as you're probably suffering hyperacusis or something similar.
yeah. they do have limitations tho. if you're sitting next to some construction site with a jackhammer going on or next to a starting plane, you'll probably still hear something.
I advise you be careful with them, they can cause very harmful effects to your hearing
