Yes but I do it in reverse.
I make a PC a multiple boot. I make multiple partitions and install Linux OS, Windows OS and every game system OS ever made. That even includes Atari, Intelvision, and other other systems from the 1970s - 1990s
I never owned a PlayStation, Xbox or other modern game system,
All you need is the EPROM for each systems hard drive. Free from online search and the OS. You could copy the OS from a store bought one or download them
The other way to do it us to use Emulation software, but them can be tricky to work and most if the time have viruses and bugs.
The safest way is to do it the hardway

Nope. I don’t feel the need to. If I played PC I would consider mods for certain games like jurassic world but I don’t play on PC.
Currently got my PS2 modded with a freemcboot hard drive will all my games installed. It was for a combination of convince and not having to worry about the drive/laser going bad.
No need. It's the 2020's son. These days we use emulators instead of rely on mods.
I play on pc so play a non mod run then if I like the game I can mod it later.
I do not mod the console.
