The US will never surpass the UK in technology for the simple reason that when an American is driven mad by his wife he goes off into the woods and shoots a quail in the face, meanwhile the British husband has locked himself in the garden shed where he whiles away his time inventing things. If Britain were ever to truly harness its 'men in sheds' technology and translate this into marketable products instead of concluding that was the best way to achieve nuclear fusion and moving onto the next puzzle we might be able to go back to weeing in pots.

In the 70s. The 40-50s is when the government raised the taxes on the rich to 90% and used it to invest in education. The 70s is when the children born in that environment went off to college. I work in an R&D field and the overwhelming majority of what we do is just figure out how to make the stuff they did in the 70s faster, cheaper, or better.

I don't know. It's too subjective and hard to measure. Plus I don't know enough about the tech history anyway. I think for some things, the 40s might be about right. For other things, earlier than that.
