Why would "empty" conversations of foreign/random phone numbers show up in the whatsapp chat list?

I had like two cases so far, a random one with my sister-in-law who I never picked to chat with in whatsapp and a totally foreign number from Portugal.

By empty I mean nothing except of the standard info about the end-to-end crypted messaging.
