The electric field around a charged wire can produce an electric discharge called a corona. A sharp tip at the end increases the chance of that discharge. A corona ball (or corona tip) is placed on the end to reduce the RF voltage discharge from the tip as that discharge lessens the power properly radiating from the antenna.

I would say true, because radio frequencies travel on the surface of metal not through it the same as electricity so it’s better to have more surface area
