A suspended ______ (whatever) means that it can be reinstated meaning returned to normal.
A banned ______ (whatever) means it is prevented from being reinstated. That is equivalent to being closed. HOWEVER, whatever authority did the banning could, in principle, change its mind. For instance, this is what happened with Donald Trump's Twitter account; he was banned from Twitter but, once Elon Musk purchased it, he removed the ban. (One reason why Trump likes Musk.)
