Why would a business continue with a social media strategy that seems to be no good?

i know of a local business here that is obsessed with a certain social media site (instagram ) and there whole business strategy seems to be to post things to it. but thing is there plan isn't working much and the stuff there posting isn't even having much of an impact if any impact at all.

i've driven by the business many times and very often there isn't even anyone there at all , but they keep posting the same stuff to that site over and over again , like literally every single day on my instagram feed there is a story from them and its always the same products being featured in the same type of photograph , like every single day there is something

i've never actually talked to anyone there about it , it seems the people that work there know about the page but no one really talks about it , i assumed it was being run by the manager or one of her friends.

doesn't seem to even be active on other sites , has an old facebook page which hasn't been updated in years. doesn't have a website , strange obsession with instagram. you think by now someone would of re evaluated there strategy to see if its working or not cause if its not working why continue with it

i don't know this doesn't make much sense , they seem headed for oblivion , i was there around 4 pm and place like empty not even regulars there. i checked google liv at 7 30 pm and its Live: Less busy than usual , social media is still terrible and manager doesn't seem to even be devoting much time to it despite claiming to be an expert in advertising

The use of social media is banned where I work, so I have no idea.

this page is owned by the business , its being used to promote the business , although it seems to have run out of ideas

that is current status on google liv , apparently no one is even in the business at 5 pm? hard to believe there would be virtually no one in a local pub at 5 pm on a Monday , you think there would be someone there , as i said the social media campaign ain't working too well

from my understanding from reading there posts , there starting a new special " taco Tuesday ) ( know so original ) but yesterday on its first day , they posted a picture of macroni and cheese dish as the special , then posted another post which mentions taco special but doesn't show a picture of there taco's

so something seems so off , taco's on special on Tuesday but someone posts a picture of mac and cheese?

and when i checked google liv it said place was not busy and no one even there , so there posts did nothing at all to bring anyone in the business

so why do they continue with this? its like there obsessed with this 1 site and don't even attempt to advertise anywhere else
