And what does this have to do with communism? 🙄 It really depends on the country (even within a country there are big differences). I'm Southern Europe with hot weather, aircon is very common. In more northern parts where temperatures over 30°C are the exception and only happen a few days of the year, it's often not required or worth it.

Europeans have been dealing with heatwaves for a long time. A lot of European cities were designed to keep cool in the summer unlike today with all that glass, concrete and steel. Air con may be a factor in why so many Americans are obese.

there is air conditioning, they want new housing to prioritize passive cooling over air conditioning, but they're not preventing builders from including it in new construction and they're not taking anyone's air conditioners away

France has lost 1000 people to the heat last week. and are arresting people for using their AC, siting in a car with the AC on. it's bad.
