In NORTH AMERICA, no! Technically, that would be Guadeloupe and Martinique because they ARE France, but there's a lot of Caribbean influence. Culturally, that title goes to St. Pierre and Miquellon.
There were many French Canadians in the northern towns but I think the Hispanic population has displaced them.
I think Boston in general has way more Irish people than French
- coming from someone who was born and raised there for a good portion of my life

Montreal and Louisiana are the most French

And Quebec City is more French then Montreal and Louisiana only some parts.
