It should be open season on looters. When the looting starts the shooting starts. There needs to be a law passed that gives store keepers full immunity if they kill a looter or robber in their place of business. . The problem will disappear overnight.

These stores should have armed security guards since the police can never seem to get there in time. If any did have security guards there were probably peeing their pants in the corner. Maybe good old Kyle can be there to shoot a few. That might have them thinking twice.
