Putin blocked Obama is Syria because Assad stayed loyal to Russia and refused to get involved in Obama's plan to undermine the Russian oil/gas economy. Obama stirred up unrest by arming training and funding the group that became ISIS but Russia stepped in militarily to shore up Assad and ISIS attacked US ally Iraq instead.

Eisenhower didn't start a war nor Reagan but both ended one. Donald trump kept us out of a lot of conflicts. Obama for instance bombed 17 countries

Eisenhower and Reagan were major figures in establishing and expanding NATO, which is the whole damn reason Putin's rattling his saber so loudly; the alliance against Russian expansion keeps expanding, and now they're threatening to add ANOTHER country that's literally on his border. Trump's bombastic rhetoric didn't start any wars on its own; a small miracle. But he DID provoke Putin into taking vehement action as a means of demonstrating that Russians are, in fact, Russian. Wars don't start out of thin air; you're smart enough to know that.

And I am VERY curious what war you think Reagan ended; you know that ones in movies don't count, right?

Reagan ended the cold war as you well know and caused the collapse of the Soviet Union.
NATO was a defensive alliance built in 1949 under Truman in Post war Europe designed to defend Western Europe if the Soviets attacked. NATO forces were tiny in comparison to the then largest land army in the world the Soviet backed by the Warsaw Pact countries which had pretty sizeable militaries themselves.
In the last few decades NATO has grown into the largest most powerful military in history and has most of the former Warsaw pact members in its ranks and is all the way up now on rilusdian boarders. Nato has been building up on Russian boarders for years now.
