It's highly insensitive to say the least but unless it's part of a greater picture of degenerate behaviour I would just send him on a lengthy and humiliating social awareness course.

I'd like to know how she was hit. Was he going on a call and driving fast? Was she playing hop scotch in the middle of the street? Was is day or night? Was the cop texting or messing with his radio and not watching? More info is needed.

Winnebago County Department of Social Services, the Supreme Court justices ruled that a social services department had no duty to protect a young boy from his abusive father. In 2005'sCastle Rock v. Gonzales, a woman sued the police for failing to protect her from her husband after he violated a restraining order and abducted and killed their three children. Justices said the police had no such duty.
Most recently, the U. S. Court of Appeals for the 11th Circuit upheld a lower court ruling that police could not be held liable for failing to protect students in the 2018 shooting that claimed 17 lives at Marjorie Stoneman Douglas High School in Parkland, Florida.

I think he should be off duty for a long while. Not because of him mocking and joking about it but there does seem like there is something wrong with him mentally. I personally couldnt imagine watching someone die how she did. At my school we had a kid who was only 14 die of a motorcycle crash all because he was with an adult on the motorcycle and he sadly crashed and hit the sign killing them both nd the worst thing was his best friends and his dad found him

When my grandma was dying my dad would burst out into spontaneous laughter cause his brain was trying to help him cope with stress. What he did might seem evil but maybe he does it to cope with stress. I’ve heard of police officers committing suicide after watching people die at work so maybe being a jerk is better than needing 20 years of therapy cause you don’t know how to cope with stress.
I think some people laugh when something bad happens.
It's like when people are kneeling over a coffin of a dead person at their funeral. A lot of people do it and have for reason. They just don't know how to act in front of a dead person.
He says this is taken out of context. He's thinking what the city's lawyers may do and laughing at the irony of that. In other words, he's not laughing at the dead woman, but at the city's lawyers.

Cops see bad shit on a regular basis and use humor to keep from going crazy. I have heard cops tell stories that were really gruesome but make a joke about it.

Dark humor and gruesome stories are a very common way to cope, both for first responders and those who work ERs as another commenter said, as well as for those who've seen traumatic things in other ways. There are also situations where you either laugh about it in a dry way, or you break down crying, and no one *likes* crying.
I have a problem with his lack of situational awareness to turn the body cam off first. I say a lot of shite I don't want on record. So I'm smart enough not to make a record of it.
