Boeing has had a really bad track record of Quality control over the last ten years. They were just awarded the contract for the new F-47 fighter jet. i would tell them that one more screwup and they will never get another government contract.

Of course Boeing should be responsible for their incompetence. When you don't beat a dog for shitting on your carpet, the dog won't stop shitting on your carpet. The same rule is valid for corporation, they get money if you make something good, if they fail they get punished so share holder feel it in their portfolios. Somehow things work hat way since 500 million years since higher life forms started to cooperate.
