Congress approves federal spending in the budget and the President ensures the laws are faithfully executed. If a state is in rebellion and not following federal law or the conditions set on federal funding then the President can utilize impoundment powers to cut funding and pound them in the ass for their transgressions, but has to report to congress within 45 days to recommend that congress cancel funding.

LOL, those so called "sanctuary cities" actually pay the federal government more, then the reverse.

There was a paper on it a while back, that Blue state taxes are what keep Red states running.

The federal government is broke and far too in debt. The department of treasury should be renamed the department of debt. And much of the government spending should be cut until the national debt is paid down.
