Did he just provide Congress, assuming both sides actually become Democrat, the grounds to impeach him yet again?

If he actually paid, yeah, i think that would be illegal. However, empty promises, while shady, are not criminal. He’s just pandering to the socialist monkeys. They want to believe that money grows on trees. So let them!
