For example a girl just turns around to look at me while im getting my groceries out my car and than turns away quickly

Well most woman don't stare like men do and it could mean many different things like she happened to just look in your direction , she noticed you and got embarrassed when you saw her looking your way, or she has someone and it's habbit to just glance at someone to see if you know them.

Nope, they could just be going somewhere or accidentally make eye contact. It's more of a human thing then a girl thing.
