For the purpose of this adage, bros are men and hoes are women. The choice of the word 'hoe' has no significance other than to make it a catchy sounding rhyme.
The meaning is that a man should not forsake his friends for the woman he is currently dating. The premise being that male friendships tend to be close, loyal and long lasting whereas male/female relationships, more often than not, tend to run their course in a matter of months.
From the perspective of a man, his friends were there long before and will probably be there long after his current love interest has come and gone and it's therefore held unwise to put such a steadfast friendship in jeopardy for a possibly fleeting romance.
In other words, you might say it's friends before lovers.
It applies to all girls. Basically, guys realize that most girls they go out with won't be there for them forever, but their bros will always be there. Like...if all your buds hate your girlfriend and tell you that, if you follow bros before hos, you should dump her.
Anytime I've heard it, it refers to all girls. Haven't you heard of "chicks before d***s," or "lasses before asses," or "sisters (sistas) before misters (mistas)," or "hos before bros?" (Just incase you want to use them!) :D
Most guys just mean, their buddies/bros before women. That's what my boyfriend said. I believe both should be balanced even though my boyfriend doesn't balance them:l

It simply means that a guy will not abandon his guy friends for a woman that he is dating or could sleep with. Usually it means when the guys have something planned and the girl comes up at the last moment. It doesn't mean all women, my best friend is a woman so she applys as a 'bro' by the rule.

Hos is applied to all girls, but not meant to demean all girls actually, it's just we like to rhyme >.> it's basically a part of our Man Law where we aren't to d*** over our friends because of some girl. Guys aren't supposed to go with a friend's ex, they're not supposed to screw over a chance for a bro to get laid, etc. All that sorta stuff. It's not really anything true. Most guys constantly put a girl before their guy friends.
It means friends come before relationships. Its a saying most men claim to live and die by, but once they've been in a relationship for more than a few months, it tends to get thrown out the window. Sad fact. =(
It means friends before girls, but I don't actually agree with that. I saw a quote on fb once "bros before hoes, but she isn't a hoe so it doesn't count" I agree with that lol
It's a guys way of saying to his friends "hey friend, you come before any girl."
