It's not very catchy and is more scolding than inspirational. It's also evocative of Marx, so it makes me think the person who came up with it is trying to ride the coattails of an already well known quote instead of coming up with something clever on his own. I could be wrong about that part, but that's really what comes to my mind.
While emphasizing determination and execution is admirable, this quote mentions neither, so the only people it would reach are people who probably already agree with the positive connotations of it. There are negative connotations as well; in fact negativity is the only thing explicitly expressed.
The quote denigrates the value of hope by emphasizing the danger of focusing on it, while ignoring the positive outcomes hope can lead to. Hope is the only thing you have when you know a goal cannot be reached in your lifetime even if you do everything in your power to achieve it. Families have hope for their children and for future generations they'll never see; scientists do research in the hope that their work will one day help people achieve goals they might not even imagine. Hope, and the faith that others have the same hope, inspires them to do hard work for no known benefit to themselves.

Yes and no. It is true to just sit and hope about something that is reachable is idiotic. If you can accomplish it, then you should go and try your best to accomplish it; but if what you're hoping for is something you have no control over then I don't think it's bad. Like "I hope the weather is nice tomorrow" "I hope my mother gets better".
If I just "hope" to be rich or famous but only sit on my ass around all say watching Kim Kardashian show, then it's true.
But if I "hope" to be rich and actually work for it, then no.
