What to do when an ex follows you on instagram during no contact?

I stopped talking to him about almost a month. He's been making me feel like shit because after breaking up he kept talking and giving me hopes that one day he'll come to see me. But after almost one year and a half he just kept talking but never came to see me and simultaneously was flirting with other women. So I decided to cut contact to make him realize he's been hurting me a lot. But yesterday he found I had another account and asked me to follow but then cancelled it. What should I do?

Ignore and forget him.
Restart of relationship with an ex is generally a bad idea and this type didn't even offer you that but just texting.
Life is like a river, people who drift away and don't want to row back to you don't deserve any effort to reach them.

He is very manipulative, and now I'm actually feeling guilty for not accepting his request, even though he made me suffer so much by standing and waiting for him, when he didn't even come once to see me. I have been waiting for him and all I see is fake promises and he flirting with other women. I have been stuck in a limbo, but I just want to be happy

Find your happiness by someone else, this guy will just hurt you and I think he does it intentionally.

Yeah I think he like the sense of power over me and making me feel guilty.

It's not guilt that he wants to awake in your mind but despair. Some men hurt their exes unintentionally because they thought they have been just a short whiled whim in their ex's life, while their exes had real feelings for them.
However this guys seems to know your weakness for him and it seems he wants to abuse it for some of his egoistic needs.
But maybe I'm wrong because it's not a good idea to judge such a situation on hand of such short story.

You're not wrong because as I said after all this time he did nothing but text me, and in parallel flirt with other women while I was waiting for him. When I cut the contact he even said that I will never find anyone like him. So as you can see he seems to be hurting me intentionally and also as you said and well, he is being abusive.

Honestly, it sounds like this guy is playing mindgames, and you should not engage. Cut him out of your life, you're worth more than the likes of him!

That's what I feel and unfortunately he's making me feel guilty. Guess that was the point of him to keep having power over me. I would just love if I could turn the table :(
