We broke up a month or so ago. I found out he's been talking and god knows what else to other women. Since then we've talked, he has initiated contact almost every day. It was light in the beginning, now he flirts and says he misses me and wants to see me when he gets back. (He's abroad atm) He hasn't talked about us getting back together yet, but after I asked him where do we stand, he said that we'll talk about it soon.

Maybe he really does misses you, or maybe hs is stringing you along. There are tons of possibilities. If he is talking to other women, he is likely keeping his options open.
