It depends on how the relationship ended. If you two ended it on mutual agreement because maybe you were both too busy for a relationship than I’d say wish him a happy birthday. Some exes have wished me a happy birthday before to which I’m thinking fuck you bitch. So if it ended bad, say he cheated on you then you’re just letting him know I’m your door mat. You treated me like shit but I’m still here waiting for you cause I have no self respect for myself. Now if you broke it off w him I’d say no don’t say a damn thing cause you may make him feel as though there’s still a chance, maybe I can get her back.

Depends on what terms you guys are on, I guess. If it ended on good terms, they'd probably feel disappointed if you didn't say anything. If it ended on bad terms, they may not care and it would be awkward to say something.
