Ex texted me after one year of no contact?

My ex texted me begging me to unblock him on social media and saying he hates not being in touch with me and wants to reconnect. I moved on and have no intention of reconnecting with him but feel bad for ignoring him. Is ignoring his message the best way to deal with the situation or should I let him know I have no intention of reconnecting with him.

And I can't change my phone number this is the number I use for work and is not that easy for me to change it. I blocked him everywhere but yesterday I realized I didn't block his number when I saw that he texted me through iMessage.
