Guys, Why does a guy continue to breadcrumb me after I’ve told him I’m happy to leave things unless he can step up and make more effort?

Talking to a guy for a while; he was blowing up my phone the first couple of weeks, making plans to meet etc. then it died right off. I questioned him and he said he was busy and not in a great mood and had lots of excuses.
I ended it and said I want something genuine so to leave things and give me a call in the future if he wants to do this properly. He agreed. Then texted 3 days later asking how I was. And treated me the exact same as before I ended it. Dry boring texts not actually getting to know me and leaving me on delivered for hours after is responded to him.

Again, I said look these are my boundaries, I want consistent communication with someone who wants to get to know me/see me. If you want this then let’s do it it but please no more breadcrumbs thrown my way, it makes it look like I’m low on your option list of girls to text. (Literally said that). He replies saying he likes me and wants to get to know me… and still just sends dry “how’s your day” texts and leaves me on delivered for hours when I reply. No actual questions about me, no plans being made. What is he doing this?

I’ve been breadcrumbed before but this is the first time I’ve said exactly what I want and given him the option to opt out. I’m confused

Like when they give you less than bare minimum attention. Sending a “how was your day” text then not following up with any questions or only texting every few days with a generic message.

I’ve told him it feels like his attention is elsewhere and if he is talking to other girls etc then I’m happy to let him do his thing and he can call me in the future if he genuinely wants to get to know me. And he tells me there are no other girls and he wants to get to know me… but still makes no effort and nothing changes

He hasn’t bothered to try and see me and when I say jokingly that he’s busy with his other options and leave me be if that’s the case, he says no, and continues to hardly message agai.
