She look down when she sees me?

There is this girl in my workplace. Once I was waking down the aisle, I was looking at my phone, then suddenly I look up. I saw this girl looking down immediately. (She was also walking on same path to opposite direction, she was facing me) she passes away silently. Once I was alighting steps, she was behind me. I slowed down , she overtakes me. I look at her quickly, she also looks at me. Just for a second. Then she moves quickly. Now she just look down when she sees me... Even before making eye contact.. I think.. Why is she so weird.

Here's what you're going to do. Obviously, if you're thinking this deeply into her actions, you want to get to know her more. So, tell her she looks nice and ask her out. Just do it.
