i am seeing someone who unprovoked said he wants a relationship but is not looking to rush into anything. What does it really mean in man-speak? We are obviously only seeing each other.

It means if things go well between you two he's willing to take this to the next level but now that is not happening.
You have to be aware though since you guys not exclusive, there's a chance he might be seeing someone else as well and he might take things to the next level with her.
Anyways simply he's telling you he's not seeing two of you having a relationship now.
