I've been on 4 dates with this girl and she has never offered "pretend" to pay for a dinner. We haven't been to any expensive restaurants (most expensive bill was $60). We haven't really done anything sexual yet either. I asked her if she will have sex and she said no. All we have done was make-out at my place.

I'm not sure she's using you for free food but it's very possible.
Paying for dates doesn't mean you're getting sex. I don't think you believe that but just being clear. She may not want to have sex so early on or she may not want to have sex for a very long time.
Whatever the reason though it shouldn't fall on you to pay for dates unless that's what you want to do. If it's an issue for you then you need to speak up, stop seeing her or take her on cheaper dates. Coffee and a walk around looking at Christmas lights if possible.
I don't think a man should be obligated to pay for all dates. I think it's pretty ballsy of a woman to assume that's how it should be.
Speak up, if you don't and you keep dating her you're saying this behavior is ok and it will only continue.
