Why is he asking my schedule but hasn’t asked me out?

So this guy I just started seeing recently (been on 3 dates) texted me to see what I am up to this week and what are my plans. After telling him, he just said that I seem busy.

Why is he asking these and not asking me out?
Does he want me to read the hints and invite him?

He thinks you'll say no because he thinks you're too busy. If you don't want to ask him yourself, make it obvious and say something like "I'm free Saturday" or something like that. He's looking for some indication that you want to go out on a date with him, without directly asking. You know... like you would probably do if it was reversed.

I just re-read and caught that you've been on 3 dates already, but it's the same thing. He wants to know if you want more dates or not. Trying to figure out how interested you are in him and he feels like you're not I'm guessing.

Well... I'd move on then if he's going to play that game. Maybe it's true, but he's probably just saying that if he didn't suggest any time at all?

He is giving you hints and and wishing to free from your work and spend some time with him
Tell him you are free this weekend

He's asking you out indirectly, just say when you're free and ask if he wants to go out again.
