Where in your opinion is the best place for a man to meet an attractive woman that's AT LEAST 18?

Since working girls (ie: female cashiers) get scared for their life when a male customer asks them out or socializes, they enforce a strict anti-fraternization that prohibits male customers from having social-ties with them for safety and security issues on their part, a right which they take very seriously. A right that I think should be enforced moreso. If that's the case, where is the best place for a man to meet a fine young lady, that's at least 18 of course? That's my first question.

My second question is: Why do working women (cashiers particularly) get so frightened and petrified when a guy tries to make a humble, harmless connection with them? If you're interested in someone, is it against the law to ask questions? Does this have something to do with the terrifying number of sexual assaults that women young and old fall victim to? Please don't be mean. I'm just asking. Thank You!

Just to add, it stays AT LEAST 18 for a reason. I personally like younger women, but not statutory young.

Oh, and I prefer not to do online dating due to some dreadful experiences I've had.
