For the same reason a female can’t just brush off a guy saying sexual shit towards her or better yet forcing himself on her.

You dress to expose your sexual parts knowing it will get you sexual attention, your are exposing yourself to adults and children who don’t necessarily want to see or need to see your shit. It is like visual rape. You are forcing yourself visually onto them.

Typically, a minor living with and supported by his or her parents are required to at least appear to follow the their rules. Usually parents allow their teenage children considerable leeway, but they can enforce the rules or in extreme cases even turn them over to child protective services or evicted a child. That's called "Tough Love" You certainly don't want that but it highly unlikely you would let it get to that point.
