Depends on why he's not sure. Every guy has a different reason.

Most of the time, even for a shy guy, the common reason is, that the girl is unapproachable and does not give them time on their own to approach you leisurely.

So what you can do is, if you already know him, try to share some moment that is more than friends and intimate and then have some time after the main focus/event, hanging out with them leisurely. Better if the main focus is pre-planned with them. So they will have some time to plan something to do afterwards.

Or you can approach them directly and confess your feelings. That works too. It will startle him a bit. So don't expect an answer right away. Let him know you are not rushing anything. And then he will come back with good news later.

Try getting along with his friends. Get involved in his life a little. Give him attention, ask him if you can get him anything when you go out to the bar or you're hanging out in his backyard having a campfire.
