I hung out with this guy for the first time and he wanted to go to the park. When we got to the park he saw there was a festival with people there and decided he didn't want to go. So we are driving around and he mostly wanted to hang out in secluded areas?

I think sincerely he probably wants a place where intimacy can be respected and a park full of people wouldn’t be the best place.
So he had been explicit he want some intimacy with you, this is not necessarily a red flag but it’s up to you to decide if it’s ok to have kisses or something else at first date or if it is too early and it’s better to know each other first.
