Is this good or a red flag?

We have been dating a month but have known each other several years ago. He keeps saying he wants me to be his girlfriend but he wants to do it in a romantic thoughtful way that would be memorable. He keeps saying I'm his and that he's mine, but kinda bothering me that he says that and it's not even official. There has been no sex because we both say no. For me I don't want sex because I have trust issues and want to know his true intentions. He keeps his hands to himself but how do I know he's telling the truth. I just been hurt so much that I don't know what to believe
