Is this good, or a red flag?

If a guy texts you several times a day, knowing you can’t work, from having severe depression, but is really good at making money and is into investments, but he says how busy he is with work, then when you ask him out, leaves you on read, is that a good thing, or a red flag? I noticed he also looks vaguely familiar. Like a rich guy I used to know and was friends with (not because of his wealth).
