Usually it's the person leading the date that wants to be a good host by paying for everything. Men are often the ones who will take initiative and lead their dates, because they want to show that they are suitable providers. This desire comes naturally to us.

Women don't need to this because **they don't have to** be providers to attract guys. But it is still a good gesture that if you're the one leading the date, you pay for everything... unless your man insists on paying even for the dates YOU lead.
