Here's the thing: everyone says "I love you" in different ways. "The Five Love Languages" is sort of overrated but also not overrated at all. He may be saying I love you in non verbal ways or in other ways. You need to look out for that. You also need to communicate to him and tell him that you need to hear "I love you" in a different way.
Yes, just say you love him instead, he will say it back, you both will be reassured, and you won't seem like you don't trust him.

Yes, it can be very annoying when people insist on getting constant reassurance. The more you seek external validation, the more insecure you'll feel, and the more your partner will feel he's being criticized and not measuring up to your expectations of a partner.
Rather than insist on this reassurance, identify to yourself what voids might exist in the relationship and then do what's within your control to take steps to fill those voids. Don't just sit back and expect everything handed to you on a silver platter. Be an active, equal participant in all areas of your relationship.
On a similar note, never ask "Are you sure?" When we're asked a question and then we give an answer, the last thing we want to hear is the other person questioning our decision. If you already have your mind made up as to what you want to hear, state that rather than ask a question. Don't ask what a person wants for dinner if you're mind is already made up. Say, "We're out of everything but chicken. Would you like chicken for dinner or should we go out and eat?"

That is very annoying. He has to deal with you questioning his feelings for you just because you are insecure.
If it’s an occasional ask, no big deal. If you ask it all the time it would get annoying.
Screw the "love me" part. Ask him to marry you soon. Nothing else matters in terms of sincerity.
