Okay, so my general opinion on workplace relationships is that they are a bad idea. There is a reason so many companies have policies against them. They can cause productivity problems when they are at there best and completely disrupt work when at their worst.
The issue is if there is a fight, problem or worse…breakup. Are you going to be able to be around him if you had a big fight or break up? No one thinks about that part until it happens.
What if it is so bad that you find you cannot possibly work with the guy anymore. Are you willing to quit and find a new job? Those are all important things to think about before getting in a workplace relationship.
Now, if you still want to proceed, just ask him if he would like to meetup to discuss something for work. Maybe grab a coffee or something. That gets you face to face where you can see if there is anything there. Whatever you do, just really weigh the pros and cons of it first.
