I was rejected by his really good friend 5 months ago. Recently he started to view my instagram stories. I felt that it was weird since he didn’t even follow me on instagram and my page is public at that time. It happened twice so it wasn’t coincidence.
I sent him follow request and now we’re both following me and viewing my stories?

Checking out for a friend a girl he broke up with sometimes happens. I am not sure if that is what is happening here. It seems a stretch to say that an ex friend is following you for a ex boyfriend. But I don't know for sure.
What your ex does is different than what your ex's friend does. They are two different people. Just because they are friends, doesn't mean anything. It could be curiosity, but in any case I’d block them both. One dumped you, one rejected you, I just wouldn’t give them any access to my life if I were you.
