Referring to someone as a "crush" when you are 36-45 years old seems rather juvenile.
What is your highest goal? Is it to follow some unwritten rules about what you "should" or "shouldn't" do, or to try to advance your fledgling relationship ot the next level?
You should 100% wish your crush a happy birthday. How are you even debating this with yourself. The answer is "yes". Do it. 🙂

Well... let me ask you this:
The day after his birthday... if you didn't wish him a happy birthday, you're going to regret it. You're going to feel like a big chicken-scardy-cat (because that's what you are) and you'll wonder... what might have happened if you HAD wished him a happy birthday.
Maybe it would spark up some epic conversation where you two get close for the first time. Maybe he starts to notice just how awesome you are. And he doesn't even understand how he didn't see it before. And maybe it's the beginning to the fairy-tale romance you've been dreaming about since you were a little girl. Maybe this is the thing that makes him... start to notice you... noticing him. Maybe you'll be old and gray with the love-of-your life and laugh about how it all started with you wishing him a happy birhday all those years ago.
Seems silly to me to deny yourself the possibility of a lifetime of happiness just because you're a chicken-scardy-cat. You never know what you might miss out on if you don't take these little risks.
What's the worst that can happen? Seriously. What... is he going to think you're "weird" for wishing him a happy birthday... ON HIS BIRTHDAY? NO! You should totally do it.
