Not a good idea. She might get annoyed specially if she was expecting call from someone special and it is just you.

In general, you should always be careful about wishing someone happy birthday at midnight. Most people would be waiting call from someone special. So if you are that special to her, then only call her at midnight. Otherwise, next morning is appropriate.

I only say no because it would seem like you are trying too hard. If you were having a conversation with her at the time though and midnight struck it is probably acceptable to say it then (this has happened with me a few times) .
