On average men make the first move, and women seem to choose which men they want to pursue it further.
but if a woman goes out of her way to make the first move, she already liked you from the start.

That's obviously true. Most women are too cowardly (or entitled) to make the first move, so when a woman actually does it it's a string indication she really likes you.
